Singtel Digital InfraCo’s sovereign AI cloud business, RE:AI, has partnered with European AI firm Mistral AI to accelerate enterprise AI adoption and strengthen Singapore’s AI capabilities across key sectors including financial services, defence, government and healthcare. In a statement, the telco stated that the collaboration supports Singapore’s National AI Strategy 2.0 and its ambition to become a global AI hub.
It added that the partnership combines RE:AI’s sovereign AI cloud infrastructure with Mistral AI’s open-source models and engineering expertise to develop industry-specific AI solutions. These will be deployed on Nxera’s upcoming AI-ready data centres in Singapore, Johor and Batam, interconnected by subsea cable links to support AI workloads across the region.
Bill Chang, CEO of Singtel’s Digital InfraCo unit, said the partnership will provide a secure and scalable environment for organisations to adopt AI while meeting data governance and security requirements. He added that strengthening sovereign AI capabilities will reinforce Singapore’s position as a trusted hub for digital growth and AI innovation.
Arthur Mensch, CEO and co-founder of Mistral AI, said the collaboration will enable enterprises to deploy high-performance, secure AI solutions while accelerating Singapore’s AI ambitions and delivering tangible returns for industry.
Co-developing advanced AI infrastructure
As part of the partnership, the companies will integrate Mistral AI’s open-source stack—including foundation models, training capabilities and developer tools—with RE:AI’s GPU infrastructure to offer shared AI computing and AI-as-a-service for enterprise and public sector use.
They will also co-develop horizontal solutions that can be applied across industries, alongside sector-specific applications through Singtel Group’s operating companies, supporting automation and advanced analytics use cases.
Establishing a Singtel–Mistral AI applied AI centre of excellence
To accelerate adoption, Singtel and Mistral AI will establish an Applied AI Centre of Excellence (CoE) as a joint engineering hub. The centre will bring together teams from both organisations and ecosystem partners to develop secure, compliant AI environments within Singtel’s infrastructure. The CoE will drive rapid prototyping, testing and deployment of AI solutions that address sector-specific challenges and strengthen operational resilience.
Singtel Singapore will serve as the initial pilot customer, testing use cases such as customer service chatbots, network operations copilots and AI-assisted tender evaluation tools. The companies also plan to engage government agencies and enterprises as early adopters.
Mistral AI will additionally contribute resources to Singtel Digital InfraCo’s existing Centre of Excellence for Applied AI with NVIDIA, supporting broader ecosystem development.
