- Plans to expand its design centre, develop local talent and academic partnerships
- Offers end-to-end services across the product development lifecycle, from architecture planning to physical design

V-Chip, a subsidiary of Sai Microelectronic, a China-listed company that claims to be the world’s largest MEMS foundry, has officially established its new IC design facility in Penang in September 2025. The milestone marks a new phase in the company’s global expansion and reinforces Penang’s strategic role in the global semiconductor landscape, the company said in a statement.
According to V-Chip, the company plays a critical role in the semiconductor ecosystem as a core partner supporting clients from concept to silicon success. It offers end-to-end services across the full product development lifecycle, including architecture planning, IP selection, design verification, Custom Analog Design and physical design. This integrated approach ensures success at every stage of the design journey, the company added.
Penang, known as the “Silicon Valley of the East,” is the heart of Malaysia’s semiconductor industry and a key hub in the global electronics manufacturing ecosystem. Its mature supply chain, world-class talent pool and business-friendly environment provide a strong foundation for V-Chip’s continued expansion.
To support long-term growth, V-Chip has outlined a forward-looking investment and expansion strategy, with plans to further strengthen its chip design service centre, bring higher-value projects to Penang, recruit and develop local engineering talent, deepen collaboration with universities and research institutions, and manage China’s overseas design service team and global customers.
Connie Tan, ADUN Seri Delima, who officiated the opening, said, “V-Chip’s establishment in Penang underscores the state’s position as Malaysia’s premier semiconductor hub, with the highest concentration of IC design companies. Supported by a robust ecosystem, high-skilled talent and the Penang Silicon Design @5km+ initiative, we continue to see more IC design players choosing Penang as their base.”
“We look forward to fostering dynamic synergies that will further strengthen Penang’s role as the heart of Malaysia’s semiconductor innovation,” she added.
Meanwhile, V-Chip CEO Sun Yan Hui said, “The opening in Penang marks a new chapter in V-Chip’s global journey. With strong government support, a resilient local ecosystem and the trust of our global partners, we are committed to driving innovation and sustainable growth across the semiconductor industry.”
V-Chip’s headquarters in China will continue to play a pivotal role in supporting the expansion of both its Penang operations and global business, as the company strengthens its position on the world stage.
